PASTORAL PERFORMANCE REVIEW RESOURCE: "Winning on Purpose: How to Organize Congregations to Succeed in Their Mission", by John Edmund Kaiser. It sets up the framework for who makes what decisions. It also offers a framework for evaluating staff.
